The current Highfill water system began as a dream in the 1990's. Construction was started in 1999 and finished in 2002 by the Rural Development Authority, commonly called the "RDA". The RDA owned the system for the early years. The Town of Highfill made the decision to purchase the system and finalized the purchase of the system at the end of 2004.
When Highfill first purchased the system, we had a total of 273 customers. At the end of 2007, there were 419 and at the end of 2009 we have grown to have close to 470 total customers. We have continually grown over the years with even more growth in the near future.
Along with our residential, agricultural and commercial customers, Highfill Waterworks supplies services to the Northwest Arkansas Regional Airport (XNA), the Northwest Arkansas Conservation Authority (NACA), and the new Northwest Arkansas Children's Shelter being built in Highfill.
Beginning in late 2007, the City of Highfill started construction on it's long-awaited wastewater collection and treatment system. Construction took just over one year to complete. The first customers were brought online at the first of 2009. Shortly thereafter, the engineering firm that designed the system (Engineering Services Inc. out of Springdale Arkansas), won the coveted 2009 ACEC of Arkansas' Engineering Excellence Award for Innovation. Our new system was traditionally used for smaller applications but was redesigned for a municipal application.
Once our system was recognized, several organizations and rural utilities from all around the state have been here to tour the plant and see how our style of system would fit their needs. With ADEQ regulations getting more stringent for surface water discharge systems, many smaller systems wanting to install their own wastewater plants can not meet the those requirements without extremely high rates for their customers. Our system is being looked at as a good viable alternative.

water board meetings
Water board meetings are open to the public. They are held at the community building at the intersection of Hwy 264 and Highfill Ave on the first Tuesday of each month at 6:30pm.
Water usage

Fiscal year 2009 average monthly usage was 3.7 million gallons. Approx. 121,000 gallons per day.

Fiscal year 2010 average monthly usage is 3.8 million gallons. Approx. 124,000 gallons per day.

Fiscal Year 2010 water loss ratio was 14.35%. Industry wide the average is 12 - 15% water loss ratio.
